Ms. Lihua Fu,the Consul General of the People’s Republic of China in Perth
Ms. Lihua Fu is responsible for promoting diplomatic relations, economic cooperation, and cultural exchanges between China and Western Australia.
With extensive experience in foreign affairs, she has long been engaged in international diplomacy and consular work. Since assuming her post in Perth, Ms. Fu has actively supported bilateral collaboration in trade, resources, education, science, and people-to-people exchanges. She is committed to strengthening mutual understanding and practical cooperation, and to advancing stable, constructive, and mutually beneficial relations between China and Australia, particularly at the subnational and community levels.

Hon David Michael MLA will deliver the opening address on behalf of the Premier of Western Australia, the Hon Roger Cook MLA.
A lifelong resident of Tuart Hill, he was educated locally and studied Economics at the University of Western Australia. First elected at the age of 25 as the youngest councillor in the City of Stirling’s history, he served for 12 years before entering State Parliament as the Member for Balcatta in 2017. He has since held a range of senior parliamentary and ministerial positions, demonstrating extensive experience in governance, the resources sector, and public administration.
Ms. Ma Li , the Secretary-General of the China Chamber of Commerce for Petroleum Industry (CCCPI).
Ms. Ma Li has been involved in the chamber’s establishment and has served as Secretary-General for 21 years, guiding its long-term development. Well versed in industry policies, she is known for innovative approaches and strong communication and coordination skills. Under her leadership, CCCPI expanded from 59 member companies to a nationwide organization with 11 branches and nearly 30 local chambers. She led nearly 100 industry reports and proposals, including award-winning national policy proposals, and played a key role in opening crude oil imports to private enterprises in 2015.

Hon Pierre Yang MLC is a Member of the Western Australian Legislative Council and a respected advocate for multiculturalism, international engagement, and community development. Born in China and migrating to Australia, he brings a strong cross-cultural perspective to public service. Since being elected to the Legislative Council, he has actively contributed to policy discussions across areas including economic development, education, innovation, and social cohesion. Hon Pierre Yang MLC is also committed to strengthening Western Australia’s international connections, particularly with Asia, and to supporting diverse communities. His work reflects a strong dedication to inclusive governance and constructive dialogue within the Parliament of Western Australia.
